client: Implement a DHCP relay agent

This could work like so that ./client --cli would run the pre-existing CLI, and otherwise it drops to DHCP relay agent mode.

Or perhaps it would be better to have two different binaries from the same client crate. This is possible by specifying binaries in Cargo.toml.
