Add whitespace constraints for the utility classes

Constrain the utilities to add a whitespace, quote constraint on the left side to avoid cases like:

<span class="menu-toggle"></span>

I guess it's just not white space constraints, I also have to consider 'u-p:20' and "u-p:20". I kinda want to consider quotation constraints to for javascript files.
