How is preline installed with tailwind 4?

Tailwind 4 takes css configuration approach instead of javascript configuration approach of tailwind 3.

How is preline plugin installed with tailwind 4 since there's no longer tailwind.config.js?

Installation step in official documentation:

Include Preline UI as a plugin in the tailwind.config.js file.
