Make inviting new users a proposal-based process #2
Description
Right now it takes a BDFL (Benevolent Dictator For Life) to create invites so that others can join in on the "fun". Instead, we should make invites something any user can propose as a special BHAP that, when accepted, sends the invite to the potential new user.
