Description
Current behavior
When network is throttled to a slower speed, loader dismisses before routing rules are fetched. This leads to incorrect routing run information being displayed, which is confusing for the user.
Expected behavior
User should get the indication that the rules are still being fetched.
Steps to reproduce the issue
Login to the app using valid credentials.
Throttle the network to a slower speed.
Open a brokering run to view its rules.
Observe the issue.
