Add 'Count on First Scan' Toggle for Store User in Force Scan Settings Card

Current behavior

Currently in store view, user has no way to identify whether Count on first scan is enabled or not.

Expected behavior

Add Count on First Scan toggle in the Store View under the Force Scan Settings card.

Steps to reproduce the issue

Login to the app using store user permissions.
Move to settings page.
Observe the force scan card.
