Confusion in transfer order creation and fulfillment

Currently, when we create a transfer order in Fulfillment, it is the same user who both creates and fulfills the transfer order. The feedback we’ve received is that the process is confusing, as the user has to enter the quantity twice—once while creating the transfer order and again while fulfilling it.

The user performing this action finds it unclear why the quantity needs to be entered twice for the same transfer order.

Is this something we can discuss in terms of improving the process?
