Add Relation Creation Guidelines #4
Description
The Indonesia team has great guidelines on how to create relations with JOSM. Not sure if this will fit into the toolbox, but I wanted to highlight it as I know this is a rather tricky feature in OSM and we have had requests for support on this. Perhaps it would tie in to validation?
