Add entry/device/service breaks when there are discovered entries

Describe the issue you are experiencing

This issue was raised on my custom component powercalc few weeks ago:
bramstroker/homeassistant-powercalc#3417

Finally today I found the culprit.

Whenever there are any discovered entries or entries which needs reconfiguration the Add entry button just gets unresponsive.
After you "solve" the discoveries (either by ignoring or setting up) and fix potential reconfigure issues the button start working again.

Not sure which version exactly the regression happens, but there is a regression.

The Add entry button always works.

Steps to reproduce the issue

1. Have one active discovery for any integration
2. Go to the integration page
3. Click Add entry button

No response when clicking the button

Here are some example on several HA instances where the button gets unresponsive.

additional details:

• for me this is happening on the Powercalc and the TP-Link Smart Home core integration, both of which have discovered entries
• I tested the issue in Chrome Latest and Firefox Latest on both Windows 11 and Android 13
• this happens also on the HA Companion App on Android 13
• additionally, after clicking on Add Entry and receiving no response, the back arrow button is also non-responsive on the first click. it responds on the second click though. The back arrow button is also immediately responsive if you do NOT click on Add Entry.
• no errors, no comments on the browser consoles
• initially discovered this on 2025.08.3 but it could have been existing before

UPDATE:

The last time I used the Add Entry button and it was working was on 2025.06 (specifically on the 23rd June). I have not used it since then except when I discovered the issue.

I also found this issue (home-assistant/core#150431) that mentions problems with the Add Entry button.

So the Add Entry (whilst having discovered devices) button broke between 2025.06.0 and 2025.08.0
