openapi spec cleanup: `/delegations`

add a bit more distinction to the params for `/extended/v1/{pox}/{pool_principal}/delegations`

`after_block` is only including delegation events after the supplied stacks block height, and `height` (which is accurately documented) filters delegation events at exactly the supplied stacks block height
