SSL_CTX_set_cipher_list: no cipher match

I'm adding a hipchat notification to a Rails 4.2.3 app.  Outside of Rails I have no problems inside Rails I get the problem.  I am sure that this has absolutely nothing to do with the hipchat gem.  I'm hoping someone else has seen this error.  I'm thinking my next step will be to upgrade to Rails v4.2.7.1 but that is a shot in the dark.
