Passing overrides to tune command?

Is there any way to pass overrides to the tune command? In a similar fashion to the AllenNLP train command?.

I don't see it listed as an argument to tune. I think this would be useful to have. For example, you may want to have the same config for training and tuning with a few small modifications, which could be handled with --overrides. I would be happy to attempt a PR if you agree!

Sorry for the late response @JohnGiorgi. The current implementation of tune command is minimum. I think it would be nice to make more compatible. I would also be happy to review your PR!
