Release 0.25

It's been a while since the last release and there's been quite a few PRs and some version ups so I think we're overdue a release. In #2131 @hgrecco wanted to release in April and that's been and gone :(

Is anyone free to review some PRs? These would be good to add to the next release:

I have released 0.25rc0, 0.25 can follow in a week.

I have released a new rc, 0.25r1, with some additional PRs that seemed worth delaying a week for. 0.25 can follow in a week.

had some ci issues so I've released 0.25r1as 0.25r2, I'll leave it another week then release 0.25
