Action points mechanism

Each troop has action points. Action points are used to handle troop actions like moving,firing, building...
For each battle there is a maximum on the action points a troop has.
Getting action points is a time base function.
The speed of getting points depends on the battle.
Default values are.
Max action points: 30
A troop gets 1 action point per hour.
The cost of actions is the same for every battle.
