Voice control does not work

I updated from a patched MHI2_ER_POG11_P3299 to MHI2_ER_POG11_K5126_MU1394 AIO without adding gracenotes. I did svmfix after.

 Now voice control does not work and is grayed out in options. On mib menu in GEM - voice control is selected. 
 
 I tried running addfeccontainer in mib, but that did not solve the issue
