New install cannot read cfg.haproxy.hosts

I am trying to install Haraka on windows2022 and configured as a SMTP Relay to exchangeOnline.
I have not enabled DKIM or any special plugins and do not want to use haproxy.
Despite not configuring haProxy I get the follwoing error when I try to start Haraka
using haraka -c .
Can anyone tell me what I am doing wrong to get the error below
The error is

Based on how the code is written you likely need a "blank" haproxy section in your connections.ini file that looks like:
[haproxy]
hosts[] =

Creating the connection.ini file and added the suggestion above got me past this error.
I don't think the command haraka -i . created a connection.ini file. Could be wrong but I don't remember seeing it

Correct, that has been fixed in [master] but it hasn't made it into a new release yet. It's awaiting #3460
