Can not create new partition in FHIR 8.0

I am running hapi-fhir-jpaserver-starter (master branch)
I received the error.
But with FHIR 7.6.0 it worked

The error is feature or bug
if it is feature please let me know how to run it?

I was able to reproduce the issue as follows:

1. Clone the repo https://github.com/hapifhir/hapi-fhir-jpaserver-starter.git.
2. Check out the branch master.
3. Execute the server using Maven: mvn -Pjetty spring-boot:run.
4. POST the JSON with the partition's data to http://localhost:8080/fhir/DEFAULT/$partition-management-create-partition.

To solve it, I changed the application.yaml file as follows:

1. Remove the comment mark from the line partitioning: (+/- line number 239).
2. Remove the comment mark from the line allow_references_across_partitions: false (+/- line number 240).

After that, the request to the $partition-management-create-partition operation worked as expected.
