Hide hidden projects on admin dashboard

I propose that we add a button somewhere (like on the admin toolbar) to hide all the hidden projects. This can be a checkbox or toggle but should not be too obtrusive.

### Pre-existing Issue or Justification

The admin dashboard can get very crowded when there are a lot of hidden projects.
