Toggle terminal fails when terminal is opened in editor pane.

To reproduce, drag the open terminal associated with a REPL to an editor pane. (So it is no longer in the panel section of the editor). Then send the toggle terminal commands from terminal polyglot. It will open correctly, but will not close.
