Create a documentation site using VitePress

Problem(s)

• Search - biggest issue IMO is the lack of search (using ctrl+f has its limits)
• README is very long (not a big issue but hard to focus in on a section when reading)

Solution

Set up a docs site using VitePress site and automate portions of the documentation process to help folks maintain it.

Some example sites:

• vite: build system for the modern web link
• tempo: markdown as TypeScript link
