Enable subscribing from the admin

It should be possible to automatically submit subscription forms via requests (still need to confirm by email). It would be nice to be able to trigger an admin action to enable subscriptions per dataset.

This will also require getting NERACOOS to set up an email account for ERDDAP, so that we can support it from our own server.
