Add GPTNeoXTokenizerFast tokenizer. #104
Description
It would be useful to have a GPTNeoXTokenizerFast tokenizer that is functionally equivalent to the transformers implementation. Note that this is used in Mamab2 model and therefore a dependency for guillaume-be/rust-bert#481.
