docfx broke with VS2022 Version 17.3.0 Preview 3.0?

@BDisp or @tznind - if you are still on an older VS build, can you please try to regen the API docs and see if docfx works?

On my machine it's failing. I reverted back to v1.6.4 and it still fails so I think it may be a VS 2022 bug???
