Allow workspace owner to pin document even if they're not the team site owner

Describe the problem to be solved

For users who own a folder but aren't site owners, it's not possible to pin documents. When clicking a document option, "Pin" is greyed and not clickable.

This is probably due to the fact that when pinning a document, it pins it at the workspace level but also pins it at the team site level. But it's difficult to understand for workspace owners.

Describe the solution you would like

Allow workspace owners to pin documents. It should be acceptable for the team site owner to have documents pinned by workspace owners.

If not, it might be good to have 2 options:

• "Pin in workspace"
• "Pin in team site" - which would be greyed out for users who don't own the team site.
