Desktop/Windows 10 account creation not working

Description

Trying to create a new account, but no matter what account name I choose, the account can't be created due to the following error: "This Account Name has already been taken." Note that this message appears even when I use a 12 character random string as the account name.

1. Attempt to create an account, 2. Add any account name, 3. Error message appears and account creation cannot proceed.
