fix Tooltip rendering

Describe the bug

We had to merge the tooltip in an early stage

It is accessible but not very pretty

Moreover the storybook stories don't render the whole expected text

To Reproduce

Steps to reproduce the behavior:

1. Go to shared/vui
2. Run on pnpm storybook
3. Look at the TooltipBox Molecule and mouseover the anchor
4. See the rendering error
5. See also that there is no text to mouse over in the example without anchor
6. Look at the ScoreBlock Organism and mouseover the question text
7. See the rendering error
8. Look at the TagCard Organism and mouseover "?" anchor
9. See the rendering error of bothe the anchor position and the content dimensions
