layer in URL and still omniscale is requested

If you click this link https://graphhopper.com/maps/?profile=car&layer=OpenStreetMap with explicit layer in the URL you'll see in the network tab that omniscale.net is still requested.

Is this related to: openlayers/openlayers#13420 ?

No, I think this is because the map starts loading tiles before we parse the layer parameter from the url and change the tile source.
