[Feature]: Enhance Alerting MCP tools

MCP server already has some tools around alerting.

• List and fetch alert rule information
• Get alert rule statuses (firing/normal/error/etc.)
• List contact points

It would be nice to implement the ones below as well:

• Create and change alert rules
• Create and change contact points

Hello @ioanarm just wondering what API would be used for creating alerts ?
Also I think it would require folder uids to create an alert in to a specific folder or to create a new folder.
Should we add tools for folder operations(CRUD) first ?

Hello @failedanswer, sorry for the really late response.
I would go with the alerting API.

folderUID is required when creating a new alert rule so I think we should add some basic folder operation tools.
Maybe we can start with get_folder_by_uid and create_folder so this gives some flexibility when adding alert rules.
