Support the new OpenTelemetry output name

Feature Description

For #5090 we need to add the support for the stable name for the OpenTelemetry metrics output instead of experimental-opentelemetry.

• Deprecate the name for experimental-opentelemetry with the assumption to remove in one of the future versions
• Add opentelemetry as the official name for the output. (To be confirmed)
