Ability to lock for content created by the operator especially dashboards. #1919

Currently the operator cannot prevent most content for example dashboards from being edited or deleted when the resource is created. It is possible to use folder permissions but this prevent uses from making preview changes to a dashboard in grafana. The grafana provisioning support the functionality with disableDeletion and allowUiUpdates when creating dashboard. |
