[Feature Request] Query caching support for OSS

Add support for configurable query caching in Infinity when used with the open-source edition of Grafana.

• Reduces redundant API requests during refreshes and overlapping queries — lowering costs and upstream load, especially for usage-based or rate-limited APIs
• Improves dashboard responsiveness, especially when querying slow or external data sources

Caching was previously planned for Infinity but later removed. Grafana Enterprise includes this feature, but OSS users do not have access to it. JSON API provides local caching, but lacks Infinity’s advanced features such as inline parsing, UQL, and transformation support.
