Fully automated `outlines.json` generation

There wound up being a fair bit of manual curation and polishing in #174, highlighting the fact that not enough information is woven into the original outline SVG files.

@mxdvl and I started to explore ways to capture information in the file names. (Separating words with commas when they're separate meanings vs dashes when they're separate meanings, e.g. new,and,now.svg and it-is-my-pleasure.svg.) We'd need a more comprehensive system to fully automate outlines.json - at least until we potentially remove special outlines from the core dataset (#175).
