Alt+tab to popup windows

I have a problem with the fact that I can not alt tab to pop-out windows like the add node menu. This a problem for me cuz i alt tab a lot but also because Godot will put the window off my monitors but i can't focus it to do the shortcut to move it and because Godot stops input i have to kill the process in order to deal with the problem. It is off screen because I have 2 monitors with 2 different scales set. I get that o should fix the multi monitor scale problem and then you would be good well i don't think it can be fixed cuz it is a thing that has always been a bit buggy on windows.
