Move Movie Maker settings out of the Project Settings into the Editor Settings.

I work on multiple machines and have multiple people working on the project across mac and windows. Any time anyone wants to record with movie maker they have to go in and change the project settings to export to their desktop, movies folder, or other userspace directory.

The settings are already in the project specific Editor settings which tells me it should probably exist not in the project settings but the editor settings. This would allow every user and device to have settings tailored to that environment.

You can already use relative paths in the Project Settings, but you must write the path manually (e.g. out.avi or ../out.png) instead of clicking the browse button. This way, you don't need to store an absolute path in project.godot.
