Add Irys Plugin

To be eligible for this bounty you must:

1. Deploy/integrate an Irys plug-in on GOAT
2. Enable GOAT agents to access the Irys plug, where the agents share data and files with each other
3. GOAT agents upload any quality data that another agent wants to purchase from the other agent
4. GOAT agents showcase any decision making based on memory where their is a provable improvement upon a similar previous decisoin

Completion of any of the 4, but not all of 4, will be eligible for a bounty. Full completion wards a $1k bounty, each small bounty $250.

I have submitted a pull request (PR 430) that adds an Irys Plugin for GOAT SDK that enables the funding of accounts, uploading of data, files, and folders to the Irys network, and the downloading of data by agents.

This is my submission to the Bountycaster bounty develop an @irys_xyz plugin for the @goat_sdk.
