[Bug] Toggle fullscreen and minimization afterward results windows to be always maximized

Describe the bug

Behavior is basically the same as is #906.

Reproduction

I will copy steps from #906.

1. Maximize a window (either from the UI or using toggle-fullscreen)
2. Minimize the maximized window using toggle-minimized.
3. Alt+Tab to that minimized window and it will be maximized again.
4. toggle-tiling will tile it properly again
