Add an alternate option in the Rebase editor to generate commits with Commit Composer

### Description

The Rebase Editor is essentially a manual commit composer that is limited to certain functions (re-order, rename, squash, etc.) during an interactive rebase. Providing a path to leverage Commit Composer here so users can allow AI to generate commits from those changes feels like a natural fit that could save users a lot of time.
