Test maintenance #173
Description
I recently had to peg the Ubuntu version in the test and publish pipelines, since ubuntugis PPA won't work with latest version of Ubuntu. This will probably get resolved soon, and when it does we can change it back to latest.
We should also probably add Python 3.13 to the test pipeline to see if it also works.
