Epsilon values, difference between the non rms and rms ones?

What is the difference between these 2 values ?

llm_load_print_meta: f_norm_eps = 1.0e-05
llm_load_print_meta: f_norm_rms_eps = 1.0e-06

(from Airoboros 2.1 33b)

The second one is the normal epsilon value for Llama 1. But why the first one is different?
