Add Cromwell/WOMtools to existing Makefile

Cromwell has more moving parts than Sprocket or MiniWDL, so we decided to hold off on implementing that in the Makefile just yet. Once we've established protocols for Sprocket/MiniWDL linting and test runs, we should expand the Makefile to include Cromwell/WOMtool.
