Transfer ww-sourmash to a WILDS WDL Module

Already have a Sourmash WDL in the WILDS, but it's not quite as rigorous and could use some cleaning up: https://github.com/getwilds/ww-sourmash

Also want to centralize all WILDS WDL resources into the WILDS WDL Library, so worth transferring it in regardless.
