ref(alerts): Move subscription processor tests (#94574)

Moves the workflow engine subscription processor tests into a separate
file and moves the remaining subscription processor tests into organized
subclasses. This test file was getting huge and hard to navigate. I plan
to follow up with some refactoring to clean things up, but this is
already a large diff.

There are no functional changes, I'm simply moving things around.
