PEP003 Advanced Dependencies - Where to start?

Hi,
I would really like to help with implementing PEP003, but I have a hard time figuring out where it makes sense to start.
There is a lot of open issues, with a design described, but there are also a lot of dependencies between them. Can anybody provide som guidance of where it would be best to start?
I consider PEP003 a very addition to Porter, and would be happy to help achieving that milestone.
