Add Fine-Grained Access Control for Panel Users (Per-Section Permissions)

Namingo currently supports two distinct user types — Registry and Registrar — with different views and access scopes. This request is to extend the system by adding fine-grained permissions within those roles, so that users like accountants, support agents, or legal staff can access only the parts of the interface relevant to their duties.

Roles:

• 0 - admin
• 4 - registrar
• 8 - accountant
• 16 - support
• 32 - audit
• 64 - sales
