HTTP connector caching with time out not working

A colleague found that HTTP connector caching with timeout not working. Maxrows worked.

This issue is to investigate, add a fix and junit if required.

@grzegorz8 my local testing shows all the caching options work. But there appears to be a scenario when caching is defined , that only results in 1 GET, and no subsequent GETs when the cache should be invalidated. Investigating the failing scenario.
