Migration of file based catalog to pgconfig

Is there a way to migrate a classic file based catalog from datadir to the new pgconfig catalog?
What is the correct way of starting with an existing config dir?

I created a python script that syncs/migrates between two geoserver instances (works via REST, so it does not matter if it is a vanilla geoserver or cloud). It probably does not cover all scenarios (but can be helpful for many):
