FTP problem

The command
wget ftp://ftp.pl.freebsd.org/vol/rzm4/GraphicsMagick/delegates/libjpeg-6b.tar.gz results in a

I can't be helpful because I'm able to understand only a little part of this build process, but we have to change the URI for the libjpeg-6b so... where could we download it?
