Hi there,

The way Pantheon is built for openSUSE so as to not interfere with Gnome settings is by using a wrapper, so the relevant dconf path is org > opensuse > pantheon > wrap > gnome.

So it appears that this is an upstream Pantheon issue. When I added just one additional language it does not show the language indicator, but when I added one more for a total of three input languages the indicator appeared. But the keyboard shortcut for switching does work, so I personally just use that. Or you can add any other random 3rd language and get the indicator to appear.
