There are two other options:

• Use colcon (see Use colcon for Windows building compilation sdformat#1481)
• Install the gazebo packages to the same directory using -DCMAKE_INSTALL_PREFIX

I'll go ahead and close this issue since all our windows tutorials have this problem with prereleases.
