User stats are probably wrong for tool suits with many tools

When looking at https://github.com/usegalaxy-eu/microgalaxy_paper_2025/blob/main/results/tools/main%20servers/tools-scatter-plot.pdf 
I realised that summing up the users for each tool in a suite is wrong. Since this is probably often the same user. For tool usage this is correct but tool users, its should probably be the max ... ? Any ideas ?
